1. The benefits provided for in Article 9 shall be suspended in the event that the party abstains from competing in general elections or if the candidates whom the party supports in such elections fail to obtain at least one hundred thousand votes.
2. Benefits shall only be reinstated in the event that, in new general elections, the candidates supported by the party achieve the minimum number of votes referred to in the previous paragraph.
