(1) Citizens have the right to associate in political parties and political movements (hereinafter "parties and movements"). By exercising this right, citizens can take part in the political life of society, particularly in establishing legislative assemblies and bodies of local municipalities.
(2) No approval of state authorities is required in order to exercise this right.
(3) This Act shall not apply to the association of citizens
a) in civil associations,
b) for the purpose of gainful activities or the proper performance of certain professions,
c) in clerical and religious associations.
