(1) Parties and movements are separate from the state. They may not act as or replace state bodies. They are not allowed to control state bodies or impose obligations on persons who are not their members.
(2) Parties and movements may not be armed and may not establish armed units.
(3) Parties and movements may not act within armed forces and armed corps. Special acts also specify the state bodies and local municipal authorities in which the activities of parties and movements are prohibited.
(4) Parties and movements may in principle be organized on a territorial basis. The activities of political parties may not be established or organized at workplaces.
