The registrar annotates the Party's registration request with the time and date of receipt of such request.
If the Party has sent the aforementioned request by mail, either by certified mail or telegraph, the date and time of receipt shall be considered the same as the time and date of dispatch.
If the Party's registration request is incomplete, the registrar shall send the Party, within ten days, an official letter urging it to file a complete registration request. If the Party fails to provide a complete registration request within 30 days of receiving the aforementioned official letter, its Party registration request shall be considered withdrawn.
