A fine of at least 1,000,000 Slovenian tolars shall be imposed upon any legal entity or private entrepreneur:
- which has supplied the Party with a service or product without issuing an invoice (second paragraph of Article 22);
- which has contributed Party funding which exceed ten times the average monthly salary per employee within the Republic of Slovenia according to data provided by the Statistical Office of the Republic of Slovenia (third paragraph of Article 22).
