(1) Parties are subdivided into local organizations. The size and territorial scope of such units shall be determined in the statutes. The territorial organization of the party shall be structured so as to enable individual members to participate to a suitable extent in the formation of political will within the party. Where the organization of a party is limited to the territory of a city-state, there shall be no requirement that local organizations should be set up; it shall constitute a party within the meaning of this Act. It is permissible to merge several local organizations if they do not substantially impair the party's organizational structure.
(2) Where a party has no provincial organizations, the provisions of this Act applicable to provincial organizations shall be valid for the next level of local organizations below that of the party itself.
