(1) The meeting of members and executive body constitute the essential organs of the party and its local organizations. The Statutes may provide that in supra-local organizations the meeting of members may be replaced by a meeting of representatives whose members are elected for a maximum of two years at meetings of members or representatives in subordinate organizations. Provincial parties without any local organizations (Article 7, Para. 1, sentence 4) may replace the meeting of members with a meeting of representatives if they have more than 250 members. Meetings of representatives may also be convened for local organizations which have more than 250 members or which cover a wide geographical area.
(2) The statutes may also provide for other bodies helping to form the policy of the relevant local organization. They must be explicitly designated in the Statutes as such.
