(1) The meetings of members and representatives (assembly, general meeting) constitute the supreme organ in a given local organization. In high-level local organizations, these are designated as party assemblies and, at lower levels, as general meetings. The provisions set out hereinafter for the party assemblies shall also apply to the general meeting. Party assemblies shall be convened at least once in every second calendar year.
(2) Pursuant to the statutes, members of the executive body, members of other bodies of a local organization as well as the persons under Article 11, para. 2, may participate in the meeting of representatives. However, in this case they may only be given voting rights on a scale corresponding to one fifth of the total number of members at the meeting who are entitled to vote.
(3) Within the framework of competencies of a local organization in the party, the party assembly shall resolve on party programmes, statutes, subscription rules, arbitration procedure, party's dissolution as well as its merger with or fusion in other parties.
(4) The party assembly elects the chairman of the local organization, his/her deputies and other members of the executive body, members of any other bodies of higher-level local organizations, provided that the present Act does not permit any other procedure.
(5) The party assembly shall receive a progress report from the executive body at least once in every two years and shall adopt resolutions in regard thereto. Prior to its general dissemination, the financial part of the report shall be verified by an auditor appointed by the party assembly.
