Title Article 15 - Decision-Making in Party Organs

15

(1) The party organs shall adopt their resolutions by a simple majority vote inasmuch as a higher majority vote is not stipulated by law or by the Statutes.
(2) The ballots for members of the executive body and representatives to meetings of representatives as well as to the bodies of higher-level local organizations shall be secret. Voting at other elections may not be secret unless when asked voters object to confirming such procedure.
(3) The statutory provisions governing the submission of motions shall be such as to ensure the democratic forming of opinions and in particular adequate discussion of the proposals put forward by minorities. At the meetings of representatives of higher-level local organizations, at least the representatives of the local organizations at the next two lower levels must be granted the right to introduce motions. No commitment to the resolutions of other bodies shall be permissible at elections and polls.
