(1) Parties whose results of the previous Bundestag elections correspond to the provisions of Art. 18, para 2 shall upon application be granted advance payments of the reimbursable amount. Such payments may not exceed 10 per cent of the reimbursable amount in the second year of the mandate of the German Bundestag, 15 per cent in the third year and 35 per cent in the year of elections.
(2) The Application for Advance Payment shall be submitted in writing to the President of the German Bundestag.
(3) Should the mandate of the German Bundestag be terminated earlier, contrary to the provisions of para 1, sentence 2, the President of the German Bundestag may grant advance payments, provided that they do not exceed 60 per cent of the reimbursable amounts.
