33 Independent slate heads and candidates that are obliged to open special accounts for the purposes of financing their election campaigns shall, as of the date of opening such accounts, keep cash journals and revenue and expense journals by applying single-entry bookkeeping and cash basis accounting, in compliance with the accounting regulations applicable to non-profit organizations.
