1. The present article is applicable in the year during which the present law enters into force.
2. The application for a subsidy, as provided for in article 8, is to be submitted without delay and, at the latest, within three months following the start of the calendar year. Applications for a subsidy on the basis of the Regulation concerning the subsidization of political-scientific institutes 1995, the regulation concerning the subsidization of political training and educational activities 1995 and the Temporary subsidy scheme for political youth organizations may be considered by Our Minister as an application for a subsidy pursuant to the present law.
3. In the event that the present law enters into force on a date other than 1 January, for purposes of applying the law, the calendar year shall start on the date of entry into force. In that case, the subsidy will be granted proportionately, with the provision that a political party shall not have received a lesser subsidy in said calendar year than this party would receive on the basis of the regulations mentioned section two.
