Following article 5 of Law no. 82-471 of 7 June 1982 on the Conseil supérieur des Français de l'étranger (Supreme Council of French Nationals living abroad), an additional article as inserted which reads as follows:
"Article 5a - The State shall bear the costs of transporting¬ circulars and ballot lists of candidates between the seats of electoral districts and polling stations.
"Lists or candidates obtaining at least 5 percent of the votes cast shall be reimbursed on a lump sum basis in respect of the paper and printing costs related to circulars and ballots.
"A decree of the Conseil d'Etat (Council of State) shall determine, as appropriate, the conditions governing application of the present article."
