Title Section 2
Article

2

(1) Parties and movements are entitled to state contributions under the conditions stated in this Act.
(2) The state contribution pertains to the parties and movements that, with regard to the results of the elections, become entitled to claim compensation of expenses relating to the elections in the amount corresponding to such expenses2.
(3) The claim for state contribution shall be for the full month in which the election took place. Unless determined otherwise in the Act, such a claim expires based on the lapse of the month preceding the month in which the election took place.
(4) The state contribution shall be paid to the parties and movements in annual payments not later than by the end of February of the respective year and based on a written appeal by a party or movement.
(5) In the year of election to the National Council, the parties and movements shall be paid the corresponding part of the state contribution not later than two months after the announcement of the results of the election to the National Council based on their written application.
(6) Should the National Council be resolved before the election period has lapsed, parties and movements shall be given a state contribution in the amount proportionate to the lapsed proportion of the election period.
(7) If a party or movement fails to obtain a mandate in the National Council in two consecutive elections to the National Council, such a party or movement shall not have the right to claim the state contribution.
(8) The state contribution pertaining to parties and movements3 shall be reduced by one twelfth under the sections 1 to 6 for every full month in which the activity of a party or movement has been suspended.
The state contribution shall not be paid to the parties and movements during a suspension period. Where a party or movement is dissolved based on a judgment of court4 or the activities of a party or movement have been suspended for some period, such a party or movement shall be obliged to return back to the state budget a part of the received state contribution proportionate to the sum of the last payment.
Where the activity of a party or movement is suspended based on an incorrect judgment of court which judgment was later cancelled, the state contribution shall be paid up in full.
(9) If a party or movement is divided into more units during the election period, such a party or movement shall be proportionally compensated with subsequent annual payments within the relevant election period in line with the conditions agreed upon by such a party or movement. Where there is no such agreement, the eligible contribution shall be divided among the units made up from such divided party or movement.
(10) The parties and movements that participated on elections within a coalition shall be compensated in line with the conditions agreed upon by the parties or movements, or where no such agreement exists, the contribution shall be equally paid to the parties or movements.
