The grant is issued subject to the condition that the recipient political party or group presents complete lists of candidates in all constituencies for the purposes of legislative elections and, for the purposes of elections to the European Parliament, a complete list of candidates in the single constituency.

Furthermore, the grant is subject to the additional provision that that the recipient political party or group obtains at least one seat in elections to the Chambre des Députés (Chamber of Deputies) and at least 5% of votes cast in elections to the European Parliament.
