As a contribution for the performance of their duties and for the functional activity of the relevant parties, the parliamentary groups shall be entitled to funding equivalent to a total annual sum of 45,000 million Italian Lire. With regard to the above-mentioned amount, 15,000 million Italian Lire is to be entered in the chapter of the State's budget estimates concerning expenses for the Italian Senate, whereas 30,000 million Italian Lire is to be entered in the chapter concerning expenses for the Chamber of Deputies. The contributions provided for by paragraph 1 shall be paid each year during the month of January and shall be distributed according to the following criteria: a) 2 per cent of the allocated sum is to be distributed in equal amounts among all parliamentary groups, without prejudice to the provisions of articles 15, no. 3 and 16 of the respective regulations of the Chamber of Deputies and of the Senate of the Republic; b) 23 per cent of the allocated sum is to be distributed in equal amounts among the parliamentary representatives of the parties referred to in paragraph three of art. 1 and the parliamentary components of the mixed groups belonging to the parties referred to in paragraph four of art. 1. In this regard, one-tenth of the contribution payable to the parties referred to in paragraph three of Art. 1 shall be assigned to those parties having two or more members, whereas the amount of one-thirtieth shall be assigned to those parties having one member only; one-tenth of the contributions payable to the parties referred to in the paragraph three of Art. 1 is assigned to each parliamentary group which is not from the mixed group and which does not represent an organized political party that participated in the general elections under its own logo; c) The remaining sum shall be paid to the parliamentary groups in proportion to their numerical make up. Upon request of the presidents of the parliamentary groups, the Presidents of the Chambers shall allocate the contributions according to a distribution plan drawn up in compliance with the criteria set out above and as approved by the respective presidency offices. The Presidents of the parliamentary groups shall pay to the respective parties a sum of not less than 95 per cent of the contribution received, in accordance with the time limits and procedures laid down in the relevant statutes and regulations. The presidency of the mixed groups is required to distribute a sum of no less than 95 per cent of the contribution collected pursuant to letter c) of this article proportionally among the parties whose lists contain the elected members of that same group.
