Title Article 2. Basic terms of the present law

1.A political campaign may be agitation campaigns of the Parliament (hereinafter the Seimas) of the Republic of Lithuania, the President of the Republic, elections and referendums of Municipality Councils in order to affect electorate.
2.Period of a political campaign is the period lasting from a day the Seimas, President of the Republic or Supreme Electoral Commission of the Republic of Lithuania announces the date of the upcoming elections in the order stipulated by the legal acts since the proposal to register a referendum had been registered by the Seimas or an initiative group of a referendum up to a voting day in elections or referendum.
3.A party is a political party or political organisation registered under the legal acts and participating in a political campaign as well as registered in the Supreme Electoral Commission for such purpose under the provided order.
4.Elections may be elections of the Seimas, the President of the Republic or Municipality Councils.
5.Initiators of a referendum is an initiative group of the citizens of the Republic of Lithuania registered in the Supreme Electoral Commission under the provided order or a group consisting of 1/3 members of the Seimas having submitted a proposal to organize a referendum.
6.Candidates are the citizens registered as candidates to be elected as the member of the Seimas or candidates to be elected as the President of the Republic in the Supreme Electoral Commission under the provided order.
7.Aspirant candidates are the citizens aiming to be elected as candidates during elections of the Seimas or the President of the Republic within the period of a political campaign and registered in the Supreme Electoral Commission under the provided order.
8.Donations (endowments) are money, products having monetary value of election agitation and other support having monetary value to a political campaign to be donated (endowed) to a party, candidate, aspirant candidate and initiators of referendums by natural or legal persons willing to sponsor political campaign of respective parties or individuals.
9.Other funds are other incomes legally acquired by the parties.
10.Special accounts are accounts expressly opened in banks under the provided order for political campaigns of aspirant candidates and candidates as well as initiators of referendums.
11.Sheets of endowments are specific accounting sheets, which form shall be approved, registered and issued as well as controlled by the Supreme Electoral Commission and where all the donations (endowments) received within the period of a political campaign shall be registered in.
12.Accounting registers are accounting documents, which form shall be approved and issued by the Supreme Electoral Commission and where all the incomes and expenditures from the initial accounting documents (donation sheets and bank extracts) shall be registered in within the period of a political campaign.
