1.State financial support is allocated to political parties by decision of the Minister of Interior, in the following manner: a) Ten percent (10%) of the amount, determined in paragraph 2, article 1, is allocated equally among all political parties which participated in the previous general parliamentary elections and are eligible for the state financial support; b) The balance is allocated among these parties, according to the number of valid votes received in the last general parliamentary elections. For this purpose, the amount to be allocated is divided by the total number of valid votes of all eligible political parties. The quotient of this division is the basis used to estimate the amount of financial support which is the product of the number of valid votes multiplied by the basis amount. 2.In the case of coalitions of political parties, the amount divided by the coalition and allocated according to an agreement between all political parties as constitute the coalition. This agreement is to be notified to the Minister of Interior no later than the end of the year when elections are performed. If no agreement is reached, the amount is allocated equally among all parties constituting the coalition. 3.Decisions of the Minister of Interior for the allocation of amounts to eligible parties are issued during the first quarter of each year. 4.The amounts received as financial support by the State are not transferrable. Financial support is not subject to any law, fee or right, whether direct or indirect.
