4

1.Each political party eligible for State financial support is required to maintain a record of income and expenses at its head offices, registering all income and expenses incurred by category. Subscriptions, extraordinary member contributions and reinforcements by "friends" of the party are registered anonymously. Natural or legal entities providing contributions or increasing contributions in an annual period of a total amount greater than two hundred thousand (200,000) drachmas are to be registered by name. The register shall be certified by the President of the Parliament or the authorized Vice President.
2.Parties shall use the financial support provided by the State for no purpose other than operating expenses and election preparation expenses. Operating and electing expenses indicatively include any amount paid by political parties:
a) for rent, equipment and operation of offices, halls and electing centres;
b) to purchase, issue, distribute and circulate all kinds of political content documents; and
c) to rent transfer means for executives and their activities.
3.The above parties shall publish, within the first quarter of each year, in at least two daily Athens newspapers, account of their income and expenses, which is to include the following data per category:
a. With regard to income: The amounts of state financial support, annual member contributions, extraordinary contributions and personal of member plans, additional contributions by friends of the party, income by fixed and current assets, loans or donations, dividends, share interests, publishing activities and other activities provided by the parties' articles of association;
b. With regard to expenses: Operating expenses, such as office rental, personnel expenses, expenses for the issuing of newspapers and other information publishing activities and extraordinary expenses for the preparation of elections.
The account records shall name legal and natural entities providing volunteer subsidies to political parties having a total amount greater than two hundred thousand (200,000) drachmas in a one year period.
4.A copy of the account record and issues of newspapers where it was published is to be sent by the parties to the President of the Parliament and the Minister of Interior.
