One. Political parties may receive contributions for general use from non-Spanish nationals according to the limits, requirements and conditions laid down in the present law, and provided that, in addition, such contributions are made in compliance with the requirements of current regulations on exchange control and capital movements.
Two. Notwithstanding the preceding paragraph, the parties may not accept any form of funding from foreign governments or from publicly owned foreign organisations, without prejudice to operating grants established by the European Parliament.
