(1) The funds provided for in Articles 18 and 20 shall in the case of Article 19a (6), sentence 1, be disbursed to the parties by the Laender, in other cases by the Federation through the President of the German Bundestag. The President of the German Bundestag shall bindingly inform the Laender of the amounts accruing to the Land branches of the parties.
(2) The Federal Audit Office shall examine whether the President of the German Bundestag in his capacity as the agent administering the funds has fixed the volume of the state funds and disbursed them in accordance with the provisions of this Section, and whether the procedures specified in Article 23a have been duly carried out.
