If the commission ascertains that a political party has, pursuant to § 6, exceeded its total admissible campaign expenses (§ 14) by more than 10 percent, 50 percent of the amount exceeding the admissible total expenses shall be deducted from the next following payment of public funds due (§§ 2 and 3).
