73 (4) However, an amendments or addition, introduced by a party leader ora spokesman of a parliamentary group as specified in Article 74 paragraph 3 shall be acceptable in the case of bills concerning the organization of public services and agencies of public interest, the status of civil servants in general, military and security corps officers, employees of local government agencies or other public law legal persons and public enterprises in general. |
