(1) The expenses on the pre-election campaign of a political party as per § 6 include its financial costs on the following supra-regional and central pre-election campaign media: posters, paid communications in periodicals; propagation statements broadcasted on the radio and television; advertising films and any other advertising audio-visual performances in cinemas; printed publications, such as post leaflets, special editions of newspapers, brochures and other printed informational and advertising materials; advertisement involving the use of aircrafts. (2) The funds for the pre-election campaign (paragraph 1), presented at the attention of the public before the commencement of the term under § 6, and yet still in the process of publication after the expiry of the term under § 6, are recognized pro rata upon the calculation of the expenses on the pre-election campaign of the relevant political parties. (3) The funds for the pre-election campaign (paragraph 1), the owners, sponsors, principals, publishers or distributors of which are not political parties under § 6, which visibly propagate the voting for the election programme of a particular political party as per § 6 or recommend same, in the calculation of the expenses on the pre-election campaign are referred to the political party as per § 6 which benefits thereof. The Commission however, must distance itself from such recognition where the concerned party is able to prove that the relevant pre-election campaign has taken place without its participation therein and consent therewith.
