(1) Political parties registered on the basis of Citizens' Associations Act of the Estonian SSR (ENSV Teataja 1989, 18, 225; 1990, 17, 269; RT 1993, 6, 96) before entering into force of this Act shall change their statutes and platform to be in accordance with this Act if necessary and present them to the Government of the Republic not later than December 1st 1994.
(2) Until the elections of the VIII Riigikogu, political parties may be founded and their statute may be registered if they have at least 200 members.
(3) § 11 of this Act is implemented as of the date of announcement of the results of the elections of the VIII Riigikogu.
