Item 5 is created in art. 6, par. 1 of the Election of a President and Vice President of the Republic Act (prom. SG No. 82/1991; am. No. 98/1991, No. 44/1996, No. 59/1998, Nos. 24, 80 and 90/2001, no. 45/2002):
‘5. a certificate from the National Audit Office for timely submission of financial reports of the party or coalition for the past three years.'
