If the Ministry competent for administrative affairs fails to pass a resolution of entry of political parties in the register within a period as specified in Article 14, paragraph 1 of this Act, the political party shall be deemed to be entered in the register on the next date following the expiry of that period. The provision of paragraph 1 of this Article shall not be applied in the event of Article 14, paragraph 2 of this Act.
